World War II resulted in the demolition of pretty much everything bright and beautiful. That's not to say there's nothing to see. On the contrary, Kaliningrad offers some marvellous Soviet-era leftovers and a modest smattering of museums, while much of what did survive the maelstrom of 1945 is being cleaned up and modernised with plans afoot to even rebuild some historic relicts. Places worth visiting are very affordable though the shortage of English explanations can frustrate.
