Part of the Institut Français, the Elvire Popescu cinema was first opened in 1974. It shows a wide variety of films from a wide variety of eras from across the globe. Hosts film festivals and special screenings and is a regular hangout not just for the French community in Bucharest but for more or less every nationality you can imagine. The cinema's well-maintained Facebook page lists all upcoming screenings and events. The Institut itself has a fabulous French library and offers French courses for all levels.
