One of Tallinn’s must-see cellar restaurants, Troika wows its clientele with a cosy, old-style Russian décor and a singer who belts out folk songs from a balcony from time to time. (When choosing your table, you may want to consider just how close you want to be to this spectacle.) But the best thing about this place is the food - excellent bliny and pelmeni as well as a selection of traditional main courses. Great service. Book ahead.
It's incredible that in a Russian restaurant the personnel is refusing to speak Russian (although they clearly DO understand and speak it) and give you a worse and cold service because of the fact that you dare to talk russian to them. Shame!

Nice Rusian style restaurant for one time visit. Inside life music. Downstairs is main cellar/hall. On groundlevel nice tavern-style part of the restaurant. Ambience is great. Theatrical way of serving vodka. Many, many different kinds of vodka. Live music also comes there. However, food is not of good quality anymore. Especially the Salo (salted fat) has been severely compromised. And downstairs is mainly catered for large (Finnish) groups. Very carefully check you bill. I've been there several times with groups and they tend to heavily overcharge. Count your drinks!

Located in the main square. Food is good. Service in the terrace is horrible:-beer wasn't cold and they didn't want to change it-they didn't clean the table-we were 2 people and we asked for 2 starters and 2 main courses. They brought us at once the 2 main courses and a starter. We got the second starter some minutes later. -They brought the bill after the main course. They didn't offer us dessert/coffee.
