The best thing about this very cheap option is the low price and the prime view over the river and the Kremlin. The worst thing is the drafty rooms with scruffy fittings, which certainly could do with some remodelling. The lobby is eerily quiet, as is in fact the whole hotel but if you aren’t fussy about facilities, want to be near the centre of town and won't actually be spending much time in the hotel you may not mind. There are at least nice river views.
