One of the better budget options in Kostroma, Verba is located in an industrial neighbourhood about 35 minutes on foot (or a short marshrutka ride) from Susanin Square. While many foreigners stay here according to the manager, they do not register their visas. The 13 rooms are basic but a good value, ranging from 1000-2200Rbl. They are often booked out, so make reservations in advance.
